Mechanisms of "Pseudo-busyness" and Paths to Improvement

Abstract
The phenomenon of "pseudo-busyness" among grass-roots cadres has become a major problem in the administrative ecology, manifesting itself in various manifestations of formalism and bureaucracy. This "pseudo-busy" phenomenon has a negative impact on administrative efficiency and deviates from the original purpose of grassroots governance. Since the 19th National Congress of the Communist Party of China (CPC), the CPC Central Committee and Xi Jinping, the General Secretary of the CPC, have made it an important task to rectify formalism and reduce the burden on the grassroots. In order to address the phenomenon of "pseudo-busyness", based on the framework theory, we explore the mechanism of this phenomenon from the framework of social expectations, role pressure, self-perception and organisational culture, and then look for countermeasures to improve the administrative ecology and the level of grass-roots governance, so as to provide a new perspective for the analysis of grass-roots governance.
