Promoting green and low-carbon transformation of economy and society is an important means for countries in the world to actively respond to global climate change. However, due to different national conditions, economic stages and economic structures of countries, the risks they face in the process of promoting green and low-carbon transformation are different. In this regard, this study takes China's provinces as the research objects, and studies the green and low-carbon transformation risks of each province according to the degree of provincial dependence on sunset industries in terms of foreign exchange earnings, fiscal taxes and employment wages. The results show that the mining and supply of fossil energy and the processing of non-ferrous metals are important sources of carbon emissions. In this regard, this paper puts forward some suggestions from the aspects of precise control of transformation risks, prevention of risks to achieve safe carbon reduction, and the main issues of "efficiency and fairness".
