Abstract

The commercialization of national defense patents is of significant importance for enhancing the nation's technological strength and national defense capabilities. It helps promote the transfer of key technologies to the civilian sector and achieves efficient utilization of military-civilian resources. By reviewing the reform process of ownership for work-related technological achievements in China, drawing on its successful experiences, and considering the unique characteristics of national defense patents, such as confidentiality and exclusivity, this paper proposes an optimized ownership configuration for national defense patents. Under the premise of ensuring national security, measures such as clarifying ownership rights, simplifying management processes, and implementing tiered management are suggested. These efforts aim to enhance innovation incentives, accelerate the transformation of achievements, and promote deeper military-civilian integration and the effective implementation of the innovation-driven strategy.
