Inter-provincial Comparison of ‘Industrial Brain’ Deployment Areas and Policy Support

Taking Shandong and Zhejiang Provinces as Examples

Abstract

In order to actively promote digital industrialisation and industrial digitisation, and to promote the deep integration of the digital economy and the real economy, the construction of industrial brains has become an important topic for the current government to promote industrial transformation and upgrading. Comparative analysis method and text analysis method are used to deeply analyse the specific practice and policy support in the field of industrial brain deployment in Shandong and Zhejiang provinces. The study found that both provinces have industrial brain support policy lack of relevance, data security guarantee mechanism is not yet sound and other issues, in addition, Zhejiang Province, industrial brain deployment field still exists in the refinement of space. Based on this, from the three perspectives of deployment area, policy supply and policy content, it puts forward countermeasure suggestions such as promoting the construction of industrial brain in layers, optimising policy supply and breaking data barriers, with a view to providing useful references for the subsequent construction and development of industrial brain.
