Research on the Evolution Trend and Characteristics of Policy Tool Selection for Urban and Rural Community Services

Strengthening and perfecting urban and rural community service needs scientific and reasonable policy system to protect. Through the content analysis of 53 policy plans related to urban and rural community service during the 12th five-year Plan to the 14th five-year Plan period, this paper makes a statistical analysis of urban and rural community service policy from the four-dimensional perspective of "policy tools-policy objectives" combined with time and space. The research shows that the application of urban and rural community service policy tools in China shows obvious time preference, showing the combination trend of "carrot + stick". The use of policy tools is positively correlated with the local regional development level, and there is a structural imbalance between the use of policy tools and policy objectives. Therefore, we should strengthen the action model of multiple policy tools, the two-dimensional integration of policy tools and the value of policy objectives, and promote the construction of policy tools for the purpose of balanced and coordinated development among regions, so as to optimize the urban and rural community service policies.
