Increasing farmers' income is the core task of "Agriculture, rural areas and farmers ". From the perspective of historical institutionalism, this paper divides the process of policy change of increasing farmers' income into four periods: preliminary exploration, transition, overall development and rural revitalization. Under the historical logic, the change and development of farmers' income-increasing policy is influenced by learning and self-adaptation mechanism, withdrawal cost and synergy, and shows a gradual development Important conferences and events become the key nodes to promote the sudden development of policy. In structural logic, the political economy and social environment are the basic motive force of the policy change, the influence and shaping of the policy environment are the internal motive force of the policy coordination change, and the interaction game between the key actors is the direct motive force of the policy interaction change. Based on the overall evolution logic of policy changes, the policy of increasing farmers' income in our country should follow the optimized thinking of "Maintaining stability, dilapidation and innovation ", and promote the continuous development and deepening of the work of increasing farmers' income.
