Difficulties and Countermeasures of Headquarters Economy Development Under the Impact of Covid-19—Take Ningbo for Example

Regional economies characterized by clusters of headquarters from diverse industries stand out as influential dynamic economies. However, there is little discussion about these “headquarters economies”. Why do some metropolitan areas develop vibrant headquarters economies whereas others do not? The answer lies in understanding the essence of headquarters—the managerial talent pool that guides and governs these companies. Therefore, the headquarters economy plays an important role in driving economic development and managing the regional economy. According to the analysis, the development of Ningbo's headquarters economy is not fast enough. The impact of the epidemic on industrial agglomeration, talent agglomeration, and building vacancy rate are all important factors restricting the development of the Ningbo headquarters economy. This makes the development of the headquarters economy of Ningbo even worse. Therefore, how to develop Ningbo's headquarters economy is the most important part of Ningbo's economic development. This article puts forward suggestions from four aspects: business environment, industrial ecology, housing use, and the interaction between financial support and headquarters economy.
