The strategic goals of carbon peak and carbon neutrality are important for China's economic and financial development, which reflect the idea of co-development of economy and ecological civilization. This paper selects the region with high carbon emission in China, Liaoning Province, and takes Fushun City as the object of study. This paper first uses data to explain the economic status of Fushun city, then empirically investigates the relationship between industrial structure and low-carbon economy and make suggestions based on the analysis.
